Dubai Clear L.L.C. is licensed and governed by the Securities and Commodities Authority (SCA) under the Board of Directors’ Decision No. (22 / R.M) of 2016 Concerning the Regulation of the Central Clearing Party (CCP) Business. SCA was established in 2000 in accordance with Federal Law No.4 and is a public authority that has been given the supervisory and executive powers necessary to perform its functions. SCA is the federal regulatory authority for the Securities Market and Commodities markets in the United Arab Emirates.

The Securities and Commodities Authority Central Clearing Party regulations, the Clearing Counterparty Rules and the policies and procedures issued by Dubai Clear govern the clearing and settlement services provided by Dubai Clear L.L.C.

All Dubai Clear member firms are bound by the rules of the Securities and Commodities Authority (SCA) and must ensure compliance with these rules.
